Charity/Community Group Portal
Community Referral Portal for London
This portal should only be used by authorised staff from charities, community groups, schools, colleges and volunteers.
Charities must be registered with the Charities Commission and Community Groups must be registered at Companies House.
You will automatically receive updates about the progress of your referral straight to your inbox and then once delivered and we’ve met the family our borough liaison will send you an individualised summary of any findings or additional support needs identified.
If you are an individual representing a family your application might be rejected!

Referrers Eligibility Criteria Guide
This is our current eligibility criteria for newborns (0-18mths) to qualify for our AngelBox emergency relief package or any additional support a family might need once we have met them.
Please take the time to read through the criterias set for each family grouping, if you have any doubts or questions please call us on 0204 558 4457 or refer back to your REFERRERS SUPPORT CARD if you have received one.
Yet to be born
All parents who’s expected due date falls within 1 calendar month are eligible for an AngelBox which will be delivered within 72 hours of referral.
Levels of priority: Priority will be given based on the expected due date. If a parents expected due date falls later than 1 calendar month their application will be given a lower priority and will be called upto 14 days before there due to give birth.
- Expected Due Date must be within 1 calendar month
- Parent must meet the eligibility criteria
- Baby must be born in London
Newborns 0-12 Months
All newborn’s aged 0 to 12 months are eligible to receive an AngelBox emergency relief package.
Levels of priority: Priority will be given based on the age of the baby and the parents home and financial circumstances. Babies born prematurely or those who have a medical condition will automatically be given a higher priority.
- Baby must be aged 0 to 12 months
- Babies born premature or have a medical condition will be prioritised
- Twins & triplets will be given their own individual AngelBox
- Parent must meet the eligibility criteria
Toddlers (12-24 months)
Toddlers aged 12 to 24 months are eligible for their own AngelBox.
Levels of priority: Priority will be given in accordance to the age of the newborn and family circumstances. A higher priority will be given automatically to toddler’s that have a medical condition.
- Toddlers with medical conditions will receive the highest priority
- A toddler must be no older than 24 months
- Parent must meet the eligibility criteria
Single Parents
- Priority given to parents with physical or mental health conditions
- Priority given to parents undergoing a drug rehabilitation programme
- Asylum Seeker
- Recently out of prison
- Fleeing domestic abuse or violence
- Recently made homeless
- Living with friend or family
Financial Circumstances
- Receipt of an eligible state benefit
- Benefits recently capped/sanctioned
- Or earning below £16,000 per annum
- No Recourse to Public Funds
Exclusions
- Cannot be an active company director
- Cannot be a Student Visa holder
- Has misdeclared their marital status
Low-Income Family
- Priority given to parents with physical or mental health conditions
- Asylum Seeker
- Recently made redundant
- Recently made homeless
Financial Circumstances
- Both parents must be in receipt of an eligible state benefit
- Benefits recently capped/sanctioned
- Total household income below £16,000 per annum
- No Recourse to Public Funds
Exclusions
- No parent can be an active company director
- Parents cannot be holders of a Student Visa
- Where one parent is holding a valid spouse visa
- Parents on working tax credit
- Parents still receiving only income support
